The purpose of this paper was to determine if quantitative rankings of highly cited research authors confirm Nobel prize awards. Six studies covering different time periods and author sample sizes were reviewed. The number of Nobel laureates at the time each study was published was tabulated, as was the number of high impact authors who later became laureates. The Nobelists and laureates-to-be were also compared with non-Nobelists to see if they differed in terms of impact and productivity. The results indicate (...) that high rankings by citation frequency identify researchersof Nobel class — that is, a small set of authors that includes a high proportion of actual Nobelists and laureates-to-be. Also, the average impact (citations per author) of Nobelists and laureates-to-be is sufficiently high to distinguish them from non-Nobelists in these rankings. In conclusion, a simple, quantitative, and objective algorithm based on citation data can effectively corroborate —and even forecast — a complex, qualitative, and subjective selection process based on human judgement. Peden has stated that his approach in writing about figures like Gerald Birney Smith, George Burman Foster, and Edward Scribner Ames has not been critical or even comparative, but explicative. His goal is to make more of their work more accessible. And Peden is especially well positioned to do so in the case of Bernard (...) Scholars who seek to understand and interpret the philosophy and literature of the past in these terms tend to pay little attention to the social and institutional factors which constituted (...) the working conditions under which the ideas were conceived, articulated and disseminated; and it is precisely on those grounds that the traditional school has been increasingly challenged, over the past several decades, by historians (myself among others) who are convinced that, apart from their social context, the ideas themselves are virtually incomprehensible. A recent article on Pierre Charron by Maryanne Cline Horowitz may serve to illustrate some of the questions raised by these differences in method. At the close of her article, Horowitz explains the assumptions upon which she has conducted her investigation. Citing Peter Gay's interpretation of Ernst Cassirer, she affirms that "the critic begins the process of understanding a philosopher's work by searching for a dynamic center of thought. He must regard doctrines not as a series of discrete positions but as facets of a single point of view. The critic's equipment must therefore include the gift of empathy: he must sympathetically enter--indeed, relive---the thinker's world of ideas.''1 Following her own insight into the spirit of De la sagesse, and supporting it, of course, with a display of textual evidence, Horowitz argues that Richard Popkin was wrong to lay exclusive stress upon Charron's rejection of Aristotelian epistemology from the perspective of Pyrrhonian scepticism. "I think," she says, "that Charron's De la sagesse is based primarily on Stoic, rather than Sceptic principles." Although I agree in general with the main thrust of Popkin's thesis, I too have been critical of his failure to give sufficient weight to the neo-Stoic dements of Charron's thought. Hence it is not this conclusion to which I take exception.2 Charron has, from the very beginning, been found to have said a great many things and been subjected to a wide variety of interpretations. Horowitz emphasizes "the seeds of virtue and knowledge [as] the dynamic center of De la sagesse"--a view which may appear perfectly plausible to some readers. But it can never compel widespread conviction, for the simple reason that it is impossible for a twentieth-century critic to enter--unaided--into a world of ideas now part of a remote past. A book written nearly four centuries ago is not immediately perspicuous. Before trying on our neo-idealist wings and taking flight into the empyrean of late Renaissance moral treatises, we would do well to explore as many as possible of the following questions: Just who was our author? Beginning with the 1933 Law for the Prevention of Congenitally Ill Progeny, 350,000 schizophrenic and other mentally ill persons were involuntarily sterilized, and marriage or sexual contact between Jews and other Germans was banned. Philospher, mathematician, and general man of science, Alfred North Whitehead was a polymath whose interests and generous sympathies encompassed entire worlds.

During the first half of the twentieth century there was a marked decline in biological conceptions of man and society. This paper describes the development of the views concerning eugenics held by the Norwegian scientific expertise, from open racism before World War I to a moderate nonracist eugenic program in the 1930's. It is claimed that public criticism of the popular eugenics movement by the experts came earlier in Norway than in most other countries, including the United States. The first (...) attack in 1915 was directed at dilettantic and irresponsible handling of scientific ideas, data and arguments. The conflict was over different views of science and its social role rather than over different aims for social development. The strict methodological demands that the scientific expertise wanted to enforce, provided a barrier against extreme eugenic views and proposals, and a source for critical arguments against eugenics in general. The experts differed considerably in their political views, but united in the crusade against dilettantism. They all feared premature applications of science to social problems. John Alfred Mjøen was leader of the popular eugenics movement in Norway. He learned about race-hygiene in Germany and started a public campaign in Norway around 1908. Mjøen formulated the so-called « Norwegian program for racehygiene » and played a prominent role in the international eugenics movement, but he was ostracized by Norwegian genetic scientists. Mjøen's strongest critic was Otto Lous Mohr, medical doctor and biologist, trained in genetics under T. H. Morgan. Mohr led the attack on Mjøen in 1915. Besides being a human geneticist of international prominence Mohr was strongly involved in campaigns for birth control and sexual instruction. Important supporters of a moderate eugenic program were Ragnar Vogt, founder of modern Norwegian psychiatry, and Johan Scharffenberg, psychiatrist and central public figure. Originally published in 1919, and first republished in 1925 as this Second Edition, An Enquiry Concerning the Principles of Natural Knowledge ranks among Whitehead's most important works; forming a perspective on scientific observation that incorporated a complex view of experience, rather than prioritising the position of 'pure' sense data. Alongside companion volumes The Concept of Nature and The Principle of (...) Relativity, it created a framework for Whitehead's later metaphysical speculations. Histories of economic development during the Cold War do not typically consider connections to race science and eugenics. By contrast, this article historicizes the debates sparked by the International Labor Organization’s Puno–Tambopata project in Peru and demonstrates how Cold War development practice shared common epistemological terrain with racial and eugenic thought from the Andes. The International Labor Organization project’s goal of resettling indigenous groups from the Peruvian highlands to lower-lying tropical climates sparked heated debates about the biological specificity of Andean (...) highlanders’ physiques and ability to survive in the tropics. Such concerns betrayed the antitypological consensus expressed in the United Nations Educational, Scientific and Cultural Organization Race Statements and defended by one of the main proponents of the resettlement project, the Swiss–American anthropologist Alfred Métraux. The concern with Andean racial types was central to the research agenda of the acclaimed Peruvian physiologist Carlos Monge, who endorsed modernization projects that did not entail moving highlanders outside of their traditional climate. The debates sparked by the Puno–Tambopata project demonstrate how Cold War development discourse grappled with racial and eugenic thought from Latin America and the Global South and thereby produced projects of indigenous “improvement.”. This article seeks to show the interaction between cultural and anatomic evolution in the birth and differentiation of cultures and languages. The diversity which characterizes our world does not preclude logical regularities due to the coherence of the human mind, which evolved slowly through the paleontological phases of its emergence over millions of years. The anatomical retroaction of the hominids is analyzed to show that, in the long run, anatomy reflected ‘cultural selection’.
